So im coding in CSS and I have a background image thats 1024x768px. How can I get it so it doesnt repeat it stretches and just scrolls down?

I don't think you can do stretch, but for everything else;

Actually, using CSS it is entirely possible to stretch a background image to the window size. I'd write my own tutorial for you but it's already been done quite nicely here.
