When ever it says 'restart to continue installation' it restarts and then nothing happens. Can anyone help?

What are you trying to install? The file might be corrupted. Try contacting the author of the software / download a new copy of it.

OR

the program you're trying to install doesn't run on your platform.

Leopard should work on a G5 according to both apple and wikipedia.
I am assuming that you have 867mhz or faster processor?

Also, try an upgrade from tiger.
If you are, try a fresh install
